Abstract

The subject of this assignment is the presentation and development of welfare subsidies policies, legislation and new institutions on this field, during recent decades in Greece. An attempt is made to examine, from a historical, analytical and critical point of view, not only the changes and reforms that took place in the Greek social welfare system, but also the problems, the sought solutions, the regressions of the reform efforts as well as the emergence of a new model of social policy in Greece. The assignment contains a detailed presentation of the institutional framework and the structure of the social welfare system in its early phase, mainly during the “Metapolitefsi” Era, the years of the economic crisis and the latest period until today. The national integration strategies that have taken place during the last decade are presented in detail, together with a series of radical reforms that, although belated, were ultimately carried out in order to tackle poverty and social exclusion. Finally, reference is made to the European directions regarding the issues of social welfare and consequently the directions of Greece, as a member of the EU. From the analysis and examination of all these elements, a comparative framework of the Greek social welfare system emerges, regarding the “before” and the “after” of the reforms. Moreover, in the assignment the author presents the attempt to transit from a residual to an active model of a welfare state, effective and unified, in accordance with the guidelines of the World Bank and the OECD reports and in comparison with the previous fragmented nature of the welfare system of Greece.
