Abstract

The Independent Authorities (hereinafter IAs) consist the most important institutional innovation in recent decades. Administrative bodies originating in the United States of America, they will flourish within the framework of European national administrations, starting in the 1970s. Inextricably linked to the broader political and administrative reform that led to the predominance of the regulatory state, the IAs will emerge as the objectively sound institutional tool for state intervention in certain policy areas. This paper seeks, on the one hand, to outline the common historical and administrative terrain, which has supported the development of IAs in five European countries, France, Italy, Greece, Germany and the United Kingdom. On the other hand, it presents the specific way in which they have been perceived and consolidated in each national administration. In this way it aims to contribute to the clarification of the causes that led to the establishment and success of the IAs, by highlighting the historical dimension of their development. It also aims to improve our understanding of the phenomenon under consideration, by quantitatively and qualitatively broadening its comparative analysis framework, which is usually limited to comparing our national model with that of France.
