Abstract

Health procurement has always been an area of interest in public debate, mainly because of its impact on public finances. Today's coronavirus pandemic, however, has highlighted health supplies as an important part of the overall strategy to deal with a health crisis. Thisis paper through a review of the institutional procurement framework, administrative practices followed by Greece and good international procurement practices during the pandemic aims to highlight the importance of proper planning and management. The proper functioning of these system processes plays an important role both in preparing the health system before and in responding effectively during a crisis. Also, being two central processes can contribute to the improvement of other weaknesses of the procurement system. It is therefore expected that an optimization of these procedures will enhance both the overall operation of the procurement system and its effectiveness in times of crisis. The added value, therefore, of the proposal to improve these procedures is to improve the overall response of the health care system to a new health crisis.
