Abstract

The European Capital of Culture is an institution of high cultural prestige. It is well established in the cities of Europe, their peoples and their local conscience. It is an institution that mobilizes creators and artists. It urges for cultural initiatives. It sensitizes the citizens. It shapes their desire to participate and become an integral part of this great cultural event. There is no doubt that the institution of the European Capital of Culture is the most important cultural vehicle in Europe. This paper focuses on the case of Elefsina, as the European Capital of Culture for the year 2021. It aims to examine the organizational and administrative framework as set out by the designated implementing body “ELEFSINA 2021 S.A”. The method used in order to examine the development of the organizational and administrative planning is the qualitative method and, in particular, the research tool of the interview. The expected outcome from the above studying is to illustrate the importance of a solid administrative and organizational structure which is essential for both the artistic project and the successful completion of the preparation process for the event. The practical contribution of this study is related to the key role of an integrated and strategic policy in the accomplishment of administrative goals. In addition to that, it brings the Public Administration and, in particular, the Local Government to the fore, due to their part in establishing an effective coordination, in policy-making as well as in structuring the executive body “ELEFSINA 2021 S.A.”
