Μοντέλα αξιολόγησης δημόσιων πολιτικών. Συγκριτική ανάλυση και ενσωμάτωση στην ελληνική Δημόσια Διοίκηση

Abstract

Evaluation constitutes a valuable asset in the arsenal of a government in its effort to employ useful and efficient policies. The dissertation at hand aims at the theoretical and methodological depiction of public policy evaluation, through the use of the rich bibliography of management science, as well as published technical manuals. Moreover, a comparison, using a uniform presentation structure, is attempted, between foreign countries’ good practices and the procedures followed in Greece, mainly by the General Secretariat for Coordination. The information regarding the latter was derived from legislation and through field study with the use of semi – structured interview. Considering the above, a model for evaluation of public policies, fitting to the idiosyncratic Greek reality, is proposed. Finally, conclusions, aiming at the establishment of a “sustainable improvement” culture, are drawn
