Abstract

The paper deals with the provision of innovative digital governance tools by the Single Digital Gateway "gov.gr" to first and second level local authorities. The first part describes the institutional framework, the general characteristics, the advantages and challenges of two new tools, the digital lockers and the platform "MyDimos.Live.gov.gr". The second part is dedicated to the structuring of a survey through a questionnaire, the recording and analysis of the results in order to evaluate in particular the municipal digital lockers as a tool designed and developed by the central administration for the digital upgrading of municipalities. The third and last part sets out a proposal for the development of a new service through "gov.gr", making use of the digital lockers of the municipalities. The new service covers the same-day and online issuance of a certificate of non-due municipal property duty, implementing the new institutional framework. The main finding of the study is that the central administration can play an important role in driving the digital transformation of local authorities, with initiatives and tools that contribute to the improvement of the services provided.
