Abstract

Every development venture, program or public policy meet common ground in the accomplishment of changes, which have a minor or a major effect, positive or negative in the current status quo. In this context, the main point in question is how the performance and effect of an intervention can be evaluated in a clear, dynamic, reliable, and flexible manner. Impact Evaluations are studies, which aim to measure the causal effect of a project a program or a public policy from a specific standpoint of interest and they are considered to be a fundamental instrument for policy makers in order to corroborate and improve the quality, efficiency and effectiveness of the interventions over its various implementation stages. The main subject of the current study is to analyze two basic approaches that are used during the assessment of the consequences: a. Theory Based Impact Evaluation and b. Counterfactual Impact Evaluation, as well as examine their correlation with the types of interventions under assessment. In order to implement the above, an extensive evaluation report research was conducted, which cover a broad range of development programs and policies, which aim to extract solid conclusions concerning the selection of the most appropriate, according to the specific case, evaluation method. Lastly, a detailed description was carried out concerning the content and the methodology of the impact evaluation for the implementation of Smart Specialization Strategy (RIS3) over the period of 2014-2020
