Abstract

The purpose of this study is to analyze the basic aspects of the organization and operation of the Ministry of Foreign Affairs, as crystallized with the enactment of the Law 4781/2022, on the organization and operation of the Ministry of Foreign Affairs. At the same time, this dissertation focuses on the organizational differences between the Ministry of Foreign Affairs and the other Ministries of the country. It is pointed out that the new Organization is in line to some extent with the legal framework governing the organization and operation of the Central Administration, such as the law on the Executive State 4622 / 2019, the Law on the Civil Servants Code 3528 / 2007. Nevertheless, the particularity of the Ministry of Foreign Affairs in terms of its specific responsibilities makes necessary the partial differentiation of the Ministry in relation to the way the other public bodies are organized and operate. In this light, the present dissertation emphasizes the differentiating characteristics of the organization and operation of the Ministry of Foreign Affairs in relation to the other Greek Ministries. Indicatively, the provisions of the Civil Servant Code that are not applicable to the Ministry of Foreign Affairs, such as the Unified Mobility System of the civil servants, the changes in their administrative situation, as well as the differentiation of the Ministry from the provisions of Law the 4622/2019, are mentioned and analyzed.
