Abstract

This work is monitoring the progress of EU immigration policy from 2001 onwards, through the texts of the conclusions of the European Councils. The aim is to record the steps followed in the Union's effort to develop as an area of "Freedom, Security and Justice" and the communitarisation of policies on matters of asylum, immigration and external border controls. Emphasis is placed on how the Union faces irregular migration over time. Critical or improvement proposals are not attempted; instead the conclusions and measures reached by the European Councils are described and compared to the older EU policies. The first, introductory chapter records the manner of operation and decision making of the European Council. In the second chapter, the findings, the prompts and decisions of the European Councils are monitored and recorded in chronological order. Starting from the Laeken European Council, 14-15 December 2001 and reaching up to the Brussels European Council of 25-26 June 2015, the development efforts and the integration of Communitarisation of EU policies on matters of asylum, immigration and controls at external borders are detailed. In the third chapter the conclusions of the European Council are commented concerning the procedures used, the approach to irregular migration and the burden sharing between European countries. Finally, the fourth chapter analyzes more specific topics of EU immigration policy that are considered more sensitive and to which the European Councils temporal focus. These are the completion of the Common European Asylum System (CEAS), the integration of the Schengen system, the operation of the European Agency for the Management of Operational Cooperation at the External Borders of the European Union States (Frontex), the European Border Surveillance System (EUROSUR), return policies, readmission and relocation of migrants and the strengthening of States facing the greatest pressure.
