The present paper, deals with the issue of industrial transition and in what ways and
strategies, policy makers can manage it successfully. It is based on the literature review
of the issue, while an attempt is made to address both theoretical and practical issues. The
paper is divided into three distinct parts. In the first part, the issue of industrial transition
is presented, with reference to the reasons of its occurrence and how it can be addressed.
Also, there is a reference of what EU is doing in relation to industrial transition and why
it is of interest to Greece and all actors in the country. In the second part, there is a
presentation of the strategies for successful management of the industrial transition, as
they appear in a relevant OECD report. Furthermore, there is a reference to successful
global examples and at the end of the part, there is a relevant presentation of a SEV
proposal. Finally, in the third part, there is a presentation of the pilot action that is still
under way by the JRC for managing industrial transition that concerns our country,
reference is made to the methodology used in this action and its findings so far are
presented. The paper concludes as follows:
• the issue of the industrial transition is global
• there are different solutions for managing it
• there is cost but also opportunity in the realized change
• new tools and policies are required and
• the methodology that is being used at the pilot action of the JRC could be a very
useful tool in the hands of the public administration.
Also, it is noted that, for successful management of industrial transition it is essential to
use adequate public consultation, to boost multilevel governance and decentralization and
to use all available opportunities
