This thesis attempts to outline the role that the Public Sector is called upon to play as an
enabler of innovation, and also to capture the international practices related to improving
and increasing the production and dissemination of innovation results. An attempt is made
through bibliography research and review in the databases of reputable organizations, to
gather data and information on innovation, first in order to establish the theoretical
framework and to conceptualize the term, and then to record the planned, implemented
and evaluated public policies related to innovation, to capture the role of the state itself
as a producer of innovation, to report the best practices observed in European and non European territory, as well as the case studies of the pioneer countries in terms of
innovative indicators. The aim is not only to draw some conclusions regarding the grave
importance of the Public Sector's role as an enabler of innovation, as a means of achieving
sustainable and socially beneficial development, in line with the demands of the 4th
Industrial Revolution and the tectonic shift due to new social challenges, but also to
highlight the best international practices in this field that could potentially be applied in
the Greek case.
