The COVID-19 pandemic led to an unprecedented regulatory activity of the public 
administration, as a number of issues required immediate intervention for the proper and 
orderly functioning of the state, the society and the economy.
The purpose of this essay is to review the way in which public administration acted in
order to regulate the emergencies that occurred during the outbreak of the pandemic in the 
country. In particular, the essay focuses on these regulations concerning the functioning of 
the Public Sector, the provisions made for the civil servants and the service of the citizens by 
the public services during the period of the COVID-19 crisis, within the context of public 
health protection.
The first chapter refers to the theoretical framework concerning Public Administration
and the way in which it expresses its action, through administrative acts, under the obligation 
of the common interest, whose service constitutes its actual mission. It also refers to the 
administrative acts, such as Ministerial Decisions and Circulars, but also to the Acts of 
Legislative Content, which have been a very important “carrier” for addressing the urgent 
circumstances that occurred during the COVID-19 pandemic.
The second chapter refers to the regulations concerning the functioning of the Public 
Sector and the provisions made for the civil servants, regarding their attendance at work, but 
also to the regulations concerning the citizens’ service by the public services during the 
COVID-19 crisis. In addition, there is a reference to the digital services operated at the 
COVID-19 period through the Single Digital Gateway of Public Administration.
In the final section of the essay there are some overall assessments about the extensive
regulatory intervention of the public administration, in order to cope with the challenges of 
the COVID-19 crisis.
