The relationship between the state and the sectors of the market and the civil
society has changed significantly over time. The transition from the welfare state to the
regulatory state took place with a wave of public sector reforms in the 1980s and 1990s.
The common features and principles of these reforms formed the administrative theory
of New Public Management, which differs from previous administrative theories and
reform movements in the public sector.
The characteristics, the actions and the principles of New Public Management
come from the private sector, from the business administration. According to the new
administrative example of New Public Management, public administration should
operate like private companies, with new authorities and on the basis of market
mechanisms and tools introduced into its operation by the government.
The reform trend of New Public Management started late in Greece, in the
1990s. The procedure for selecting managers of organic units in the Greek Public
Administration has been modified regularly in the context of the de-politicization effort
of the Greek Public Administration. This paper aims to show whether the procedures for
selecting managers of organizational units in the Public Administration that have been
established from 2010 till now, are in line with the characteristics and the principles of
New Public Management.
This paper attempts to clarify the term "New Public Management", a theoretical
analysis of New Public Management, an analysis of the grade of implementation of
New Public Management in the Greek Public Administration and the reduction of the
procedures for selecting managers of organic units in the Public Administration from
2010 to 2020 in the characteristics and the principles of New Public Management and
particularly in the separation of administration from policy. Are also mentioned and
formulated proposals to improve the procedure for selecting managers of organic units
in the Public Administration.
The purpose of this Final Work is to verify the working cases that are
formulated in the Introduction, through the analysis that is carried out in each Chapter
and Sub-chapter of this paper.
