Teachers’ assessment and evaluation of educational work is long-standing subject of research in international as well as Greek literature. Due to the specific nature of the sector of education, addressing the issue of public teachers’ appraisal inevitably integrates the discipline of Education with Public Administration pointing out at the same time the financial, administrative and moral aspects of the issue. Therefore the interest of the State results as a need but also as an obligation, especially in the current economic context, when public administration is required to respond to multiple challenges and to optimize the use of its resources. The purpose of this paper is twofold; on the one hand it gives a brief overview of teachers’ evaluation systems by using assessment examples from other countries in comparison to the existing Greek; on the other hand, following the comparison results, to stress the need of the Greek regulatory regime to evolve, and to set out the fundamental principles of a proposed model. These principles were defined having regard to the characteristics of the Greek and European public administration and education system, as well as the theory and research of the contributing to the field disciplines. This paper consists of eight sections. The first section (Introduction) includes a general reference in the public servants’ appraisal of performance, while the second focuses on the particular nature of teachers’ assessment. The third and fourth section are dedicated to the international and European evaluation systems, and to the current Greek institutional framework respectively. The fifth section refers to the adopted method, while the following encompasses the procedure of comparative analysis and a brief conclusion. The seventh section involves policy considerations for an effective, fair and reliable appraisal system. Finally the last section includes the general conclusions of the paper.
