Better Regulation, according to Law 4622/2019, is the policy of formulating principles and
tools in order to improve the quality of regulations and relevant law-making processes. It
has dynamically come to the fore over the past twenty years, being a key issue on the
economic and social agenda at both national and supranational level.
The object of this paper is the study and analysis of the new institutional framework for
Better Regulation, based on the aforementioned law. The aim is threefold: to clarify its
necessity, to highlight the innovations introduced by Law 4622/2019 in the law-making
process and to propose specific interventions for the enhancement of the implementation of
the Better Regulation policy in Greece.
The methodology followed for the elaboration of this paper was based mainly on the study
of the national institutional framework regarding Better Regulation. Moreover, relevant
bibliographic and Internet sources were sought to accomplish a broader coverage of the
topic. Communications were also held with executives of the General Secretariat of Legal
and Parliamentary Affairs in order to take into account the latest developments and
upcoming changes in this area.
With the present paper, it is expected that readers will be acquainted with both the previous
reform projects in the field of the law-making process and the current institutional
framework based on Law 4622/2019. The most important expectation though is that readers
will be able to critically assess the past and also evaluate with clarity the future prospects of
Better Regulation in Greece.
