The law 4622/2019 “Strategic State” constitutes the first law enacted by the new
Government elected on the 7th of July 2019. The legislator attempts to lay the foundations
for a new governing method for the country and the law forms its integrated “handbook
for governance”.
The object of this paper is twofold and initially concerns the study of the law and
additionally the examination of the endeavor to set the framework and the function of the
state via temporal methods of efficient governance towards the satisfaction of public
interest.
The aim of the paper is to study law’s core interventions and to which extend these
interventions could solve the multi-annual problems of Greek Public Administration. The
provisions of the law concerning the Central Public Administration management, the
Strategic State function and Government and Public Administration Transparency are
thoroughly studied. Primary and secondary bibliography and articles were methodically
used for this paper and a comparative study between this new governance model and
those of United Kingdom and Germany, where the law draws efficient institutions and
good practices, was also incorporated.
The expected conclusions consist, firstly, on the potentials of the newly established
department “Presidency of the Government” to meet the goal for an effective coherence
and coordination of government actions and furthermore, to the challenge for a non partisan Public Administration with high standards, undertaken via the separation
between Government and Public Administration and via Public Administration enhanced
Transparency.
This paper aims to contribute to the scientific study of law 4622/2019, which is so far
scarcely studied, due to its recent enactment and this short period of time had not allowed
its evaluation so far. Thus, this paper can serve as a key for further in-depth study in a
longer-term perspective.
