The main goal of the present dissertation is to explore the legal framework of Non
Governmental Organizations (NGOs) in Greece and to show the different means of
consultation that lead to the exchange of views with the governmental bodies and with the
whole of civil society. NGOs, named also as Non Profit Organizations (NPOs), are one of
the key components of the civil society, they operate as independent legal entities, and their
base is mainly the voluntary participation. However, one of the chronic problems of the
Greek legislation is the lack of a solid unified regulatory framework. Consultation procedures
take place at supranational, national and international levels through online platforms,
offered for open and public consultation not only for the NGOs representatives but also for
all citizens. Another way of consultation is through conferences and forums, where
representatives of civil society and NGOs participate due to their knowledge or
specialization, in order to express and exchange different points of views. On the one hand,
the volatility of the Greek legislative framework poses a problem to the effectiveness of the
NGOs. On the other hand, organizational rigidities in the field of consultation, create
obstacles in ensuring the points of view of all representatives of civil society and NGOs are
heard, as part of the decision making process. Consequently, taking into consideration the
views of all stakeholders function, potentially, as an essential feedback mechanism towards
a more fair decision making in the future.
This paper is the research product of the elaboration on a primary and secondary level, of
data that derive from the overview of the existing legislation, bibliography and thorough
internet research.
