This paper attempts to determine whether interest groups influence and if so to what
extent health legislation in Greece. The research method chosen is a case study of the law
of the Ministry of Health entitled "Establishment of a National Public Health
Organization (EODY), Regulations for tobacco products and other provisions of the
Ministry of Health" Law 4633/2019 (Government Gazette .161 / Α / 16.10.2019) and
specifically the provisions of articles 16 - 18, which introduce regulations for tobacco
products. This is an issue that has preoccupied the EU. and Greece, the second and due
to the repeated efforts to implement the anti-smoking policy. Stakeholders vary as they
come from the medical community, from pressure groups, who are against active and
passive smoking, or citizens who want to support their right to smoke freely and the
tobacco industry, which is a powerful factor in shaping policy. The versatility of the
parties and their power was a key factor in the selection of this legislation for the case
study, as it is expected all the stakeholders to be actively involved in the consultation
processes and to put significant pressure on the political authorities. The pressure is
expected to be reflected in the amendment of the draft law to be passed, with the
incorporation in the text that was put for consultation of data and views submitted by
interest groups. The degree of influence results from the comparison of the two texts with
each other. The scientific and practical contribution hereof is to draw conclusions about
the action of interest groups and whether there are in fact the necessary tools to participate
in the life policy of the country.
