The field of natural disasters has been addressed many times over the passage of years. The frequency of their occurrence has intensified research on how to deal with them effectively in order to ensure social well-being and development. On public policy level, the increasing delegation of similar tasks to the local Authorities is considered appropriate in terms of optimal crisis management. Their strong presence in this field is the most authentic way of the direct management of local issues. In the present paper, the role of municipalities in Civil Protection responsibilities is examined by using the tools of qualitative research.
As the crisis management process is a complex issue, a rational planning of action, attached to the action of the other parties involved in the field (coordination), based on the specific characteristics of the local community and enriched with new technological and scientific tools in order to serve communication and, ultimately, a positive outcome of the crisis, is required. In order to achieve this purpose, it is necessary that multiple problems and shortcomings identified mainly in terms of resources, equipment and human resources, be addressed through enhanced funding of the Civil Protection mechanism. The Civil Protection’s greatest allies are the numerous volunteers and therefore it is crucial to be organized in the best way. The focus on risk prevention and minimizing the vulnerability of the population while increasing its resilience is a turning point. This process is a fundamental principle of the Civil Protection and the Core Executive, which must focus primarily on risk prevention.
