Given the necessity for a dynamical evolution of circular economy model globally, waste management is revealed as a major issue at a global, national, regional and local level, should one consider that the quantities of the waste produced are proven considerably aggravating for the environment, constituting a threat for the conservation of natural resources. To combat this problem European legislation -and by extension our national legislation- adopted specific measures aiming at the reduction of the produced waste in the member states of the Union. The ultimate target is priority to be given in preventing, reusing and recycling, with source sorting, targeting at the maximum possible decrease of the percentage of waste unfit for further processing.
In this context, Greece complied to European legislation and the revised National Plan for Waste Management was issued, in total alignment with the European institutional framework determining the strategies, the overall policy and the objectives relating to national waste management. According to the Plan, henceforward waste management belongs to the competencies of local municipalities, the latter being responsible of developing a Local Plan for Waste Management ( LPWM), adapted to the needs and the special features of their local environment. Local government is thus upgraded as it passes from a merely procedural role in waste collection to a more active role in managing all steps in the line of waste handling: insofar it assumes the responsibility of organizing an alternative management of municipal waste following specific guidelines, by joining collaborations with other responsible bodies for alternate waste management or finally by assigning them the management of municipal waste following local needs.
The present essay treats the existing state of LPWM of the Municipality of Perama in relation to the NPWM. It moves then to highlight the problematic or the non-functional elements of this LPWM. It concludes with proposals for an updated LPWM-which incorporates the proposed changes and revisions along with their cost estimation and analysis.
