The object of the present work is the Just Development Transition (DAM) of the lignite and, in general, transition areas in Greece. The Just Transition Development Plan (SDAM) aspires to form an integrated and sustainable model of socio-economic development of lignite-dependent areas as well as the non – connected to the main power grid islands and, at the same time, contribute to the achievement of the national climate goals. The policy choices of the Just Development Transition, as well as its planning basis are described in the Territorial Just Transition Plans (TJTPs) of the three transition areas, while its main tool is the “Just Development Transition” Program (PDAM) of the NSRF 2021-2027. Although the strategy, as well as the programming framework is at an advanced stage of maturity, it is characterised by a complex governance scheme, a fragmented knowledge base of programming texts, with several complementarities and correlations, which may create difficulties for the actors to be involved. The methodology that was followed was the research of literature. The purpose of the present work is to decode and record in detail the governance scheme, the sources of funding, the areas of complementarity of PDAM with other NSRF programs and to highlight the challenges that the Public Administration is called to face, in order to design and implement projects, as well as to organise the base of knowledge, sources of information, models and tools that can be utilised by the Organizations involved. The work aspires to function as a guiding tool for public administration bodies (Municipalities, Regions, central services, chambers, etc.), which will actively contribute to the planning and implementation of just transition interventions in the coming years to.
