Business-to-business R&D partnerships are a widespread practice that improves the pooling of materials and human resources and helps to scale and build value chains in a knowledge-intensive environment. In the context of the present study, a transfer of this practice to the Greek case is attempted. First, it is studied whether the image of R&D in Greece, as analyzed through the existing factual data, allows, or even requires the promotion of such partnerships in the Greek case as a distinct axis of national R&D policy. In the following, some critical legal parameters from competition law and state aid law are analyzed in detail, which determine the range of options available for the promotion of the above agreements. A comparative overview of examples of foreign countries with an incentive strategy for such agreements is also provided. With these data, an attempt is made to assess the current situation, namely an overview of both the national strategy and the financial action in question from the perspective of promoting business partnerships. Finally, proposals have been formulated that aim to select appropriate incentives for companies to enter R&D collaborations.
