The present thesis examines the contribution of the international and European institutions, which are in charge of policy-making and anti-corruption recommendations, in dealing with the Greek Public Administration, through the participation of the representatives of the latter in the above institutions and the cooperation between them. On the one hand, it presents the role and responsibilities of specific European and international institutions and bodies which are fighting against corruption (Greco, O.L.A.F., U.N., O.E.C.D.), on the other, the positive traits obtained by the Greek political-administrative system through their interaction. The purpose of this paper is a most comprehensive assessment of transnational initiatives and recommendations in the fight against a phenomenon, with global dimensions and the added value of international practices for Greek Public Administration.
The bibliographic review was chosen as the methodology for the elaboration of the present dissertation and for this reason a variety of scientific publications from the international and Greek bibliography, institutional documents of the international and European organizations and bodies, reports of the aforementioned, as well as the competent national bodies and national legislation, were studied. In addition, information was retrieved from the official websites of the institutions. Regarding the quantitative data presented, these are not the result of primary research, but were obtained from the sources and from publicly accessible databases mentioned earlier.
In particular, the first chapter attempts a conceptual approach to corruption, citing important definitions from the Greek and international literature, but it is also based on the definitions formulated by international organizations. This is followed by the examination of its correlation with maladministration and the first chapter concludes with the reference of the most important international indicators for measuring corruption.
The second chapter begins with the development of corruption in the public sector and then specializes in the emergence of the phenomenon in Greek public administration. Special reference is made to the performance of Greece and the position that the country occupies those recent years in the rankings of global corruption indicators. A brief overview of the national corruption oversight bodies and services follows, in order to present the economic, political and social consequences.

In the third chapter, a general reference is made to the supranational anti-corruption policies as well as to the main international legal texts and conventions of the organizations that fight for its detection, prevention and treatment. Then, the main international and European institutions that have been set up for this purpose and the applicable procedures, are presented in detail. Special emphasis is given to the cooperation of the competent national bodies with them, and to the advantages of this cooperation in Greek public sector, while at the same time the overall improvement of the Greek performance in the fight against corruption is pointed out.
Finally, the fourth chapter summarizes the main points of the issues examined and presents the conclusions that emerged from their analysis. The expectation of the present thesis and its conclusions, is to highlight the importance of the action of European and international institutions and bodies in the fight against corruption, as well as, the contribution of their policies and recommendations to the Greek public administration.
