In order to ensure the fulfillment of day-to-day tasks as well as planning and
implementing various public policies, it is necessary for public institutions to ensure both
management and reproduction of their administrative information. In that context,
institutional memory demonstrates a crucial role as a tool of policy formulation over
public sector. Preserving and promoting institutional memory also requires active policies
in terms of reinforcing permanent administrative personnel, by promoting their career
path, their ability to occupy top- ranking positions into the bureaucratic hierarchy,
expanding their role through participating to certain administrative activities (such as
policy planning and preparing legislative acts), as well as the formation of a top-tier civil
servants’ apparatus, distinguished as professionals and endorsing a sense of independence
towards their particular duties. At the institutional level, operating public records is
necessary to ensure the employees’ access to the available administrative data. At the
same time, the role of independent agencies is proved to be crucial through the regulation
of various important sectors of social and economic life without any political
involvement.
Towards the process of consolidating a strong institutional memory, the development of
political party mechanisms and its subsequent political involvement into the
administrative activities has created a negative precedent in our country, thus leading to
the fragmentation, the downgrading of civil service executives as well as their inability
to support long-lasting policies. Under that prism, certain initiatives, such as law
n.4622/2019 are expected to promote a new public management model on the basis of
administrative autonomy over politics, through encouraging and promoting the role of
administration regarding formulation and management of public policies.
