The need for a strong center of government, capable of effectively coordinating the action of administrative institutions to implement public policy objectives was a timeless request for the Greek political-administrative reality. The current study aims to investigate the effectiveness of the core executive regarding the consolidation of horizontal (inter-ministerial) coordination. In particular, the monitoring system of the planning and implementation of the government agenda is studied, as well as the role of the General Secretariat of Coordination in the effort of coherence and removal of obstacles that generate delays in the implementation of government planning. The methodology followed is the literature review and comparative research with the monitoring systems of Finland and the United Kingdom. Furthermore, primary qualitative research was carried out on executives of the General Secretariat for Coordination, in order to identify aspects of the practical application of the existing legislative provisions.
It is established that Law 4622/2019 introduces a new institutional architecture with defined procedures for planning and monitoring government program, which ensures the effective implementation of public policies, avoiding conflicts and overlaps of responsibilities. The General Secretariat for Coordination contributes substantially and consistently to the effort to achieve the Government's strategic plan. The current study does not aim to draw any definite conclusions regarding the assessment of the consequences of the three-year implementation of the legislation. It aspires, however, to contribute to the intense scientific debate that has begun since the entry into force of this legislation and to use its results for further research
