The Second World War was considered to be a crisis strong enough to bring about radical change on the European continent. On the 9th of May 1950, the idea of a united Europe that would bring the cooperation of states to the forefront in order to prevent the recurrence of such tragic events was expressed by the Schuman Declaration. The Treaty of Paris was signed by France, Germany, the Netherlands, Belgium, Luxembourg and Italy, and the European Coal and Steel Community (ECSC) was established. Since then, many changes took place on the way to the European integration. No matter how pessimistic or optimistic this way can be seen, one thing is certain: European Union possesses a hybrid nature that has never been seen before.
Besides the gradual economic integration, there is an implementation of common policies that requires cooperation of the member states. Necessary regulations are not always easy to be established. In a constantly changing environment, the states are facing more complex challenges so expert support is needed alongside to knowledge and information exchange being crucial. To address this need, cooperation networks and working groups are established to provide appropriate support to member states. These are the cases of the informal European Public Administration Network (EUPAN) and the Directorate - General for Structural Reform Support (DG REFORM). Greece's representation in such bodies, whether being presented as informal or institutionalized, is quite beneficial as it brings about the upgrade of public administration and of the executive staff of the country. More precisely, the Europeanization and the international role of the country are invigorated, the reform processes become more efficient while the executive team members can be evolved thanks to the acquired knowledge and experiences
