Over the period 2010-2014 there have been radical changes regarding the economic and financial legislation for the local government in Greece. Two significant policies- a Data Collection and Analysis Policy and a Policy about Financial Health concerning Local Government Organisations- were implemented by the Ministry of Interior. Those two policies interact as the first provides the required financial infrormation to the second one which in its turn sets the frame of information that the Data Collection and Analysis Policy requires from the Local Government Organisations, with respect to their financial data, so as to get financially healthier.
In order to support the Data Collection and Analysis Policy a new database has been set in the Ministry of Interior while a new interdepartmental commision-the Observatory for Financial Autonomy of the Local Government Organizations- was launched towards the support of the Financial Health Policy. The impact of the legislatory framework on the financial posistion of the Local Government Organizations was beneficial despite the successive changes.
This paper’s contribution lies in both reviewing the legislatory framework on the financial posistion of Local Government Organizations and in evaluating the policies above -in economic terms -through ratios computed by official data from the Ministry’s Database. This Database comprises of two sources of Data, one Database set by the Ministry itself and another one set by Hellenic Agency for Local Development and Local Government (E.E.T.A.A.), on behalf of the Ministry.Our main finding is the beneficial impact of those policies on the financial position of the Local Government Organizations. In particular, this can be seen by the results of ratios such as the percentage of Local Government Organizations that provide data to the Database, the ratio of actual returns to the planned returns, the arrears and the loans as well as by the Cash Ratio.
