Social Care as an organic part of the Social Protection system is developed and shaped in the last century within the liberal economic context, where it acquired the character of an integrated system directly dependent and interdependent on it. The structural features of the capitalist formation led to social protection's birth. Then to constant feedback with it, it was shaped but also shaped capitalism. It generalized and acquired the character of a social right, or even better, the vehicle for securing social rights. The development of total social welfare systems in the 20th century, according to many, was one of the greatest achievements of capitalism. But the relations were not without tensions, as they were determined on the one hand by the economic cycle (recession-crisis-recovery-growth) and on the other by the needs and peculiarities of the capitalist economy. Finally, and under the weight of new developments, it became clear enough that the Welfare State cannot continue to function as the so-called golden thirty years (1945-1975). Under the weight of new social challenges and different economic functions of the system it needs to be transformed. We try to identify based on bibliographic research which threads connect the liberal economy with the systematic state social protection. What kind of welfare state is proposed in the current conditions and how are the discourse and priorities change at EU level.
