In recent years, interoperability has become more than a strategic priority on the political agenda, both on a national and European level, and is expected to be standard practice in the day-to-day operations of public administrations, as it is a catalyst for achieving their digital transformation. This thesis aims at deepening the field of interoperability and at the same time documents the need for a process of assessing its maturity in the provided digital public services.
Initially, the first part of this thesis defines the concept of interoperability and the levels it covers and then, it reflects upon some important European and national initiatives and actions aiming at achieving it. Furthermore, the implementation of interoperability in practice is described, through important flagship projects implemented in Greece in recent years. Following this, the importance of evaluating the interoperability of digital public services provided to citizens, businesses and public administrations is highlighted in order to identify and address the issues that arise, while some basic evaluation tools are presented. In the last part of the thesis, a case study concerning the evaluation of the digital public service of issuing a solemn declaration/authorization through the single digital portal gov.gr with the use of the IMAPS tool, is presented and some final conclusions are drawn holistically.
