The purpose of this paper is to investigate the efforts of administrative reform in the Greek administrative system, focusing on its issues, but also the essential changes that they brought. It concerns a historical background from the first studies from the 1950s to the present period, such as the Growth Plan for the Greek Economy (Pissarides Committee Report) and the most recent, the National Recovery and Resilience Plan "Greece 2.0". In the present work, a special reference is made to the issue of the digital transition of the country.
Initially, a historical review of the reform proposals is attempted in the period from the early 1950s, until the onset of the economic crisis. The common conclusions, which were reached by the experts, regarding the issues of the Greek administrative system, as well as policy proposals, are mainly examined.
In the second chapter, a detailed report is made of the Growth Plan for the Greek Economy (Pissarides Committee Report). Specifically, the assessment of the state of the economy and public administration in the current period, highlighting the comparative advantages of the country and policy proposals are mentioned. Particular emphasis is given to the degree of digitization of the country and the ways of strengthening it are explored.
In the third chapter, a detailed report is made, with special reference to the digital transition of the country, of the National Recovery and Resilience Plan "Greece 2.0". Reference is made to the assessment of the current situation, the general objectives of the project, its architecture and structure in individual axes. An important issue is also the way the project is implemented and the stakeholders. Finally, reference is made to the forecasts, contained in the plan, for the Greek economy and public administration.
The last chapter concerns conclusions about the prospects and opportunities that emerge, from the implementation of the National Recovery and Resilience Plan "Greece 2.0".
