The purpose of this study is to research the features of the legislative reform production in the 3rd Greek Democracy and how they affect the implementation of laws. Emphasis is given to the role of Memoranda of Understanding, which the Greek Government has recently signed, as to whether and how these have changed the characteristics of legislative production. The research focuses in the energy sector, which is at the top of the political agenda during the past few decades. This essay is based upon the idea that the planning of laws is a strategic tool in the process of public policies’ implementation. Αn analytical methodology has been developed for the investigation of the legislative production characteristics, which is mainly based on Huber and Shipan’s approach on how lows shape bureaucratic autonomy. According to the methodology developed, an analysis of the produced legislation takes place in order to identify the extent to which primary legislation is detailed or vague, i.e. if it refers to the production of secondary legislation in order to be implemented. Then, by investigating whether the proposed secondary legislation was actually produced or not, we try to measure the deficit of implementation of legislative actions in the field of reforms. In order to discover the reasons that lead to the identified reform deficit, by using the theory of Tsempelis on veto players as an analytical tool, we try to ascertain the role that some factors play, such as the preferences and the characteristics of the players involved in the law planning process and implementation of policies, as well as the rules and the circumstances of the political system within they act.
