The scope of this study is to examine the extent to which spatial planning is involved in the risk management circle (mitigation, prevention of exposure, reduction of vulnerability), putting an emphasis on seismic and climate change risks (global warming, extreme weather conditions, raising of the sea level, etc.). The lack of provision for prevention & mitigation planning in the new legal framework for spatial planning, introduced by Law 4269/2014, is being examined in a comparative way, taking into consideration the international experience, as well as using comprehensive Public Policy Analysis instruments. Of a particular interest becomes the ex-post assimilation of the seismic destructive experience in Greece, in the form of a ‘learning process’ pattern for spatial and urban planning, in particular. The major strengths and weaknesses, opportunities and threats for the implementation of prevention & mitigation policy in spatial planning are presented in the form of a SWOT analysis. Eventually, proposals for policymaking are being drafted, aiming at the activation of the scientific (or, Epistemic Community a-la Peter M. Haas), through the creation of an Advocacy Coalition Framework (ACF, a-la Paul Sabatier) and the passing from knowledge and sensitivisation to consensus and public participation, through the enhancement of social responsibility and participation networks.
