The modern technological developments, as well as the impact of globalization, form a
complex, volatile and competitive environment, creating a new framework and increased
demands, regarding the quality improvement in public services.
In the Greek Public Administration, over the last few years a major reform effort has been
carried out that has brought about changes in its organization and functioning. This paper
first describes the altering role and philosophy of public administration, then analyzes the
concept of change management and finally, certain proposals are presented for a modern
HRM that can effectively address the challenges facing the changing public sector,
shifting to a people-focused management style, by emphasizing the ‘Human’ in Human
Resources.
