Human Resource Management (HRM) is a key success factor for any Organization. In
the Greek National Health System (ESY) Hospitals the management of the staff becomes
even more important and demanding, due to the peculiarity of the services they offer, to
the many different categories of employees but also due to the multiple and conflicting
interests that are being deployed within the Hospital system.
The purpose of this paper is to study the management of the staff of the ESY Hospitals
and the framework of cooperation between the Ministry of Health and the Health Regions
(YPE) with the Hospitals in this field, in order to draw useful conclusions and formulate
proposals for improvement in the management of the Hospital staff.
This study is implemented in two axes. On the one hand, the numerical data of the staff
of the ESY Hospitals are quantitatively analyz1ed, through the construction of staff
indicators per bed for the Hospitals in each YPE and their comparative presentation in
diagrams. On the other hand, the legal framework is reflected in two of the most important
staff management processes, those of recruitment and staff development.
The conclusions of the study show that there are significant inequalities and distortions
in the staff of the ESY Hospitals and that the vast majority of staff issues are carried out
through the Ministry of Health, resulting in time-consuming procedures and developing
bureaucratic practices.
