This diploma work refers to the necessity and the way of creating the unique
Personal Number of the citizen in Greece. Our followed methodology includes internet
research, bibliographic reports, legal review and interview with the Head of the General
Directorate for Development and Productive Operation of Information Systems of
Economic Sector and Public Administration of GSISPA, Dr. Andreas Pipis.
There is a problematic current situation in Greece related to many existing numbers that
are used by citizen in his/her transactions with the Greek state. Abroad, the situation is
better, mainly because of the higher level of ICT use and the better interoperability
between public and private sector. The use of multiple numbers and register in daily
life creates many problems to the citizens. These make the creation of the Personal
Number (PN) absolutely necessary.
In recent years, Greece through the national digital strategy, but also with the adoption
and implementation of the "Digital Governance Code", is trying to regain the lost time.
The key to this effort is the creation of the PN, which will be unique and it will be given
to the citizen from birth. Gradually it is expected to replace all the basic numbers used
by the citizen in his/her daily activities. Το achieve that goal, we need to follow some
basic steps. The most important is the identification of existing registers. The new
super-register will be established in the GSISPA and will interact with all the other
registers of public services. Many benefits are expected from the creation of a Citizens'
PNA Register and the universal use of the PN in daily transactions through the use of
eID. The PΝ can be used to access a virtually complete and up-to-date, individual file
for each citizen, through the usage of the Interoperability Center. It will contain all the
necessary information for the citizen, so that the citizen will be able to transact with the
public services quickly and safely. The "citizen-centrality" of the new system will lead
to better services offered to the citizen and in the development of the country.
