The integration of digital services provided by local authorities into a single
national digital portal is a complex undertaking, one that is expected to greatly improve
transaction quality between state, citizens and businesses, while at the same time
minimizing time and cost requirements. This study aims to systematically record and
evaluate the current situation in terms of local authorities’ digital service provision, as
well as to evaluate the available integration models in the Single Digital Portal gov.gr
and submit substantiated proposals on the above procedure. For this purpose, a
combination of research methods and tools were used, including literature review,
simple semi-structured interviews, as well as collection and statistical analysis of
quantitative data from local authorities’ websites. Τhe results showed that, despite the
significant prospects of this undertaking, the fragmentation and heterogeneity
concerning digital service provision by local authorities on the one hand undermines
equal access to public digital services among citizens, while on the other is the most
important challenge in terms of their integration into the Single Digital Portal of Public
Administration, always under the conditions of uniformity and user friendliness. In
conclusion, two detailed integration models were proposed, for the Municipalities and
the Regions respectively, both based on a protocol of criteria with the prominence of
those concerning homogeneity, simplification and usability.
