The current study examines at a national and a European level the evaluation of human resources competencies and skills. It presents the methods and tools that are widely used for the evaluation of competencies and skills, and assesses their application in practice for the human resources evaluation at the public sector in Greece.
More specifically, the first part of the study clarifies the conceptual difference between the terms "competencies" and "skills" and, based on the categorization given by the Recommendation on key competencies (2006/962/EC), describes the meaning of the 8 core competencies. Moreover, it concludes the importance placed by the European Union (EU) on the standardization, evaluation and development of competencies and skills, through the guidelines of the specific Recommendation towards the member-states and other related initiatives.
Following, the study defines the meaning of the evaluation of competencies and skills at the workplace and presents the evaluation methods and tools available in the current literature, taking into consideration the possibilities that the use of modern technology offers. Additionally, it highlights the importance of and the need for the evaluation of competencies and skills in general in the labor market, but also more specifically in the case of public sector in Greece.
The second part of the study explores the competences and skills that are evaluated, but also the methods and tools that are selected by the regulatory framework for human resources evaluation at the public sector in Greece, in the last twenty years. In particular, it presents the competences that are evaluated according to each regulation, examines to which extend the legislator takes into account the Recommendation on key competencies, analyzes and comments on the evaluation methods selected.
Finally, the study summarizes its conclusions and proposes improvements to the evaluation of human resources competencies and skills at the public sector in Greece.
