This report focuses on open data. The introductory chapter sheds light on the notion of open data and their impact on economy, society and public administration.
Chapter Two presents the legislation regulating open data, namely Directive 2013/37/EU and Law no.4305/2014 through which the first is incorporated into the Greek legal system. Chapter two includes an evaluation of the novelties introduced by Law no.4305/2014, which is part of a complex strategy for open governance by the Greek state.
Chapter Three looks at the current situation regarding the implementation of the afore-mentioned law and points out a severe implementation deficit.
Chapter Four presents Greece's position in international rankings as far as open data and open governance are concerned. It draws attention to the fact that Greece has achieved considerable progress, yet its potential remains constrained.
Chapter Five offers guiding lines and discusses best practices on how to open data. It also provides insight to the critical issue of a cost-benefit analysis for making data freely available.
Chapter Six focuses on the quality of open data and how to assess it. It recommends Tim Berners-Lee's five-star scheme.
Chapter Seven highlights the importance of metadata. Metadata add quality and value to the dataset they describe. The chapter gives an example of a metadata scheme.
Chapter Eight suggests a model for opening data, which rests on the close engagement of data producers and consumers. It stresses the need for a vibrant open data ecosystem. It explores the issue of how a data producer self-assesses and improves the efficiency of his practices on making data open.
Chapter Nine investigates into the causes of the implementation deficit of Law no.4305/2014. It finds out that there is: (i) lack of understanding about open data, (ii) lack of guidance and coordination, (iii) no activation of the "Diavgeia" project management teams, (iv) a management relationship deficit concerning public administration departments , (v) a widespread sense of insecurity across public sector, (vi) a need for a number of technical issues to be resolved.
Chapter Ten presents the conclusions of the current report. Making data open is still a challenge and a chance for the Greek public administration. The success of the open data initiative considerably depends on the change of culture in the administration itself.
