The National Library of Greece (NLG) undergoes a strategic transition. The relocation at
the premises of Stavros Niarchos Foundation Cultural Center, set the strategy under
review. The need to adopt a robust and proven strategic management framework was the
basis of this study.
This study inquired into and manifested the alignment between the current strategic
priorities of the NLG and the ways they can be executed and monitored by co-creating a
prototype Balanced Scorecard (BSC), a reliable strategic management tool that is being
used extensively by organizations both in the private and public sector, worldwide. In the
first two chapters, the BSC method and its various adaptations are introduced.
Furthermore, some critical aspects of its implementation in libraries are discussed,
focusing on the importance of choosing meaningful, strategically important indicators.
For the purpose of this study, a workshop with the participation of a group of NLG
executives was planned and implemented. The workshop results are presented in the third
chapter, along with a proposition of how to cascade its implementation across NLG
departments and a suggestion for the adoption of BSC as a strategic management method
by other Greek public organizations.
