This thesis refers to the distance learning process that took place in the National School
of Public Administration and Local Government (ESDDA) between March 2020 and
July 2020, because the normal face-to-face courses could not be taught due to the
pandemic. The modern concept, the characteristics and the methods of distance learning
are elaborated and there is reference to international policies, applications, trends and
challenges to distance education.
The planning and the implementation of the distance education process in ESDDA is
presented, across with the tools of synchronous and asynchronous teaching. The results
of the students and teachers survey are analyzed. Also, the conclusions and the
suggestions of the scientific and administrative officers (YSE) and the ESDDA
executive officers are reported. There is focus on the procedure problems and the ways
to overcome them. Best practices for a future implementation of a distance learning
process are featured. An implementation that will take place both in ESDDA and in
Public Administration generally, both in regular times and in a crisis.
For the purposes of this thesis, data was drawn from international research databases,
Greek Public Administration websites and international institutions websites.
Qualitative research was realized through interviews and quantitative research was
realized through structured, internet questionnaires.
